I think the engine has to be over 1,000 RPM, it varied a little depending on what engine and transmission the car has, but if you are crawling up to a stop light in gear with your foot off the gas you will feel the engine kick back in when it reaches that minimum RPM, it's set just enough above idle that the engine has time to fire up instead of stalling if you press in the clutch.

It's a great design and it allows you to stop burning gas for short bits of time that otherwise wouldn't be worth turning the engine off for.
