yes those little panels are pretty classic of honda on other models they are block off plates for lower trim levels that dont come with cruise,fogs,dimmers and so on. but on the insight i believe the only options it ever had in its 6 year run was manual/cvt, ac/no ac and the disc changer. so to answer your question i have no idea why the block offs are there that would be a question to ask Honda haha.
