Low vacuum = high load, high vacuum = low load.

High load obviously consumes more fuel but it's also more efficient, low load saves fuel but is less efficient.

The idea behind pulse and glide is to run the engine at high load (low vacuum) for an acceleration "pulse", and then put it in neutral and let it idle while you coast for a while.
