Technically speaking, a Gurney flap is on a wing (and only a wing).

Anything else is merely a rear spoiler.

If the thing looking like a Gurney flap is on the trailing edge of something looking like a wing (fiberglass trunk lid bolt-on), but there is no air flow under it, then it is a spoiler on a spoiler, not a Gurney flap.
