The engines weren't made more efficient or cleaner, they were given a classification that dodged those requirements. It was a paperwork shuffle, kind of like classifying the Neon wagon (PT Cruiser) as a truck for CAFE purposes. The HD rating was probably a CAFE dodge as well, because the heavy duty trucks didn't have to post mileage ratings (it's a work truck, not a highway cruiser).
