2001 V8 and no EGR?

Apparently I'm a lot clearer in my own head than in type. WHAT changes made to this engine series allow for no EGR? Valve timing and overlap? Fuel mapping? And HOW?

The engines weren't made more efficient or cleaner, they were given a classification that dodged those requirements. It was a paperwork shuffle, kind of like classifying the Neon wagon (PT Cruiser) as a truck for CAFE purposes. The HD rating was probably a CAFE dodge as well, because the heavy duty trucks didn't have to post mileage ratings (it's a work truck, not a highway cruiser).
