Dust comes from both the pad and the cast iron rotor. Cheap pads wear the pad faster, ceramic matrix type pads eat the rotors.
I would think using those fanblade-like cover thing-a-ma-bobs creating turbulent air to push the dust away. That's got to take some energy.
