It's simple, really.
If you can't keep up with the flow of traffic, for whatever reason, then stay out of the passing lane.
If you see a cop just sitting there parked in the median, and your instinctive reaction is to slow down to well below the posted speed limit, even though you never-ever go above the posted speed limit yourself, then stay out of the passing lane.
If you simply must pass that semi that's going all of 0.5 MPH slower than you are, wait until the passing lane is clear. Don't wait until you see in your rear view mirror somebody in the passing lane who's obviously going faster than you are, then suddenly decide to cut that somebody off to pass that semi. It seems odd that you'd want to pass that semi anyway, given that it would be more logical for you slow down instead of passing said semi.
And if, for whatever reason, you find yourself driving in the passing lane anyhow - if you see a bunch of cars passing you on the right, that should be taken as a hint to remove yourself from the passing lane.
Sometimes, I sorely miss driving in Europe. At least they know road etiquette.
