I am thinking i could use some 3M double sided tape or aircraft bonding glue to attach it with.
I am hesitant to drill my bumper, If i do i was thinking I could secure it with stainless washers and rivets, after it has been cut and shaped as per your instructions.

My Beetle has its bumper designed so the air flows onto the front wheels.
