Is the scanguage better than the factory trip computer that give me the instant L/100 as well as average L/100 reading? I already switched to 0W20 Royal Purple Synthetic fluid at 1700km. According to the Toyota website the EPA rating is 9.7city/(29)/7.2(39)hwy.

Sorry to say but I'm going to have to bet that you (and/or horrible traffic) are the biggest problem in your bad fuel economy formula. Your vehicle is rated for 21 city 27 highway, and as you can see from the multitude of users here its not that hard to beat the EPA rating. I'd highly suggest checking out the 100+ hypermiling tips link up at the top of the page. They won't all apply to you but I'm sure there are ones that can. A scangauge or other MPG type meter will definitely help you drive more efficiently as well.
