I don't know what type of driving you do but if you can use a bike or public transportation for most of your short trips and need a car for long trips, get a Jetta TDI (1.9 manual). A used diesel Jetta will get 45 mpg or higher even when driven hard.

I can't speak to the gas Jetta but you should be able to find some if you look over the members' mileage list (garage) on this site.
