It will RAISE your RPMs to use smaller wheels/tires. The reason race cars use smaller wheel/tire combos is because it lowers the weight the engine has to move instantaneously, meaning better acceleration. Coupled with engines that regularly go above 10k rpm's, they don't have to worry about running out of revs and they're definitely not worried about MPGs.
Taller tires weigh more but are balanced out by responsible eco driving, and give you fewer RPMs per revolution of the tire, allowing you to run your engine at lower revs to save fuel.
