There are others factors in play that arent being considered. The lower octane fuels have slightly more btu per gallon than the higher octane fuels, but then when you factor in the variable introduced by the ethanol content which has just about half the btu per gallon of gasoline the consumer doesn't really have enough information to make an informed choice at the pump.
