You don't have to use the HP, nor the rev range that comes with it
With 170Nm of torque from 1400rpm, the HP rating is but a by-product of the turbocharging and rpm.

This one is low rpm, high mpg though.
Local car journalists got 33 mpg - on a twisty road uphill.
On the highway, that dropped to 47 mpg (which is also the overall NEDC rating).
These puppies need to be driven like diesels.
