Lean burn is a different animal that works best by driving with load (DWL) or "target driving": pick a target MPG number on the MPGuino and tweak the throttle to hold maximum lean burn. You should be able to get better MPG at a higher average speed.
I took a ~180 mile trip on the weekend with the Insight with electric assist disabled 99.9% of the time. My target cruise speed was 50 mph (speed limit on the secondary roads I used), and I got ~100 mpg round trip by focusing on throttle control to hold lean burn at >100 mpg on the instant display. It's just not possible to get that MPG at that target speed using P&G.
(It is possible to get ridiculously high numbers -- ~150 mpg -- using P&G in an Insight, but the average speed has to drop into the low 20's to do it.)
FYI, one of the guys responsible for popularizing the pulse & glide technique in the nascent hypermiling online communities (Dan Kroushl) had both a Civic VX and a Prius. He would P&G the Prius quite a bit, but cruised his VX in maximum lean burn.
