My thinking was to attach the two sides so it will hold the shape and leave the top/front unattached to allow more deformation. Like if the bracket was a square U and the mudflap was a rounded U.
Fastening it on three sides would stiffen it up.
14" of wheel travel = 7 up and 7 down? I'd try to cover about half of the 'down' and let the rest go.
