If that's representative of the spread you're seeing, that observed spread simply isn't representative at all.
A gazillion of factors influence fuel consumption.
Singling out one, is pretty hard to do.
Generally, half the % of drag reduction achieved, is fairly close to the % reduction in fuel consumption.
There's simply no way those gaspods are reducing aerodynamic drag by 20+ % ...
