VW reports the Beetle Turbo's hatch spoiler to save 1 mpg and increase the high speed stability dramatically.
It can not be used in conjunction with a rear spoiler as it directs the air flow up and a away from the hatch area where its rear spoilers are typically placed.
To my understanding, the cars may be wired already to take the electric spoiler. all it'd take was mounting, plugging in, and replacing the panel where the switch is and plugging it in. I am not positive on any of this. may be able to hack it to get just the amount you want, or the modify the speed it autodeploys. I only have limited experience with a 1.8t car.

That being said, would a lip of some kind placed in the same spot not accomplish roughly the same result? something fairly small and in the correct flow line to then give a clean abrupt drop of the flow? seems to me the sides of the car cause as much trouble if not more than the roof flow.
