Why not build a fixed fiberglass Kammback mounted to the hatch? See above Photoshop. Starting with a foam buck, shape it, plaster it and bring it to a smooth, painted finish. 'Glass a female mold on it, pull that off and build the final, male piece out of that. Paint. Attach to car. Instant 15% FE gain.
If you're going to mess around with electronics and spoilers you might as well go for the big fish- expend a little more effort and get a lot better results. Do it right and no one will know. Say it's a sun shade.
