I would expect most of the gains from the gear swap to be had on the highway.
A city MPG improvement is possible.
When I put larger tires on my suburban it effected the final drive ratio a little. I expected MPGs to go down in city driving with bigger tires but MPGs stayed the same and may have even increased a little.
