With that engine, and your aero mods, you should be able to gear it for about 1500 RPM at 60 MPH. Possibly even 1400 RPM if you are good at DWL. That plus making sure that the carburetor is giving the right F/A ratio should push your mileage to close to 20 MPG.

22 Maverick: Summer 2022 burned 62.74 gallons in 3145.1 miles for 50.1 MPG. Winter 2023-2024 - 2416.7 miles, 58.66 gallons for 41 MPG.
