It all fits with water and Lithium though.
It is extremely rare for a car that's just been submerged, i.e. soaking wet, to catch fire ...
Even a single laptop with a Li-ion battery in a burning car will have a spectacular effect , well beyond the gas tank going off.
Water only makes it worse, but the FD can't see wether there's such a laptop in a car .
FDs here are buying and carrying more D-powder fire extinguishers on their vehicles.
