The signal to open or close the mechanism could be temperature controlled to trigger at a certain temperature .
It seems as though an easy way to do this would be to just wire into the power source for the electric fan. As the engine temperature rises and kicks on the fan, this would also send the signal that opens the shutters .

I was thinking along the same lines. I've got a set of blinds from one of our windows (previous owner's cats shredded the cords), and thought I'd fab a couple of end brackets, get some piano wire to serve as pivots and use a cabin mounted switch to a servo motor to flip the blinds.
I'm even thinking one step further, and fabbing a modified grill. It will have to protrude a bit, so when the blinds flip, they form an angled surface (maybe 60* from horizontal) to guide the air over the hood better.
