My vote on the idle issue is the IACV. I had an idle issue with my 94 (not quite as severe as yours) and cleaning the IACV helped but did not cure the issue. I also checked vacuum and replaced the PCV to eliminate those. Finally, I swapped the IACV with another (used) one and it took care of the issue. My idle would kind of "stick" like yours is doing before settling down.
