There seems to be two different approaches,
First is the standard road vehicle with all the standard safety constraints, there you need to get down closer to the ground and embrace the mirrored ground effect.
or
You need to raise it off the ground and start to design it more like the solar racers and other super high mpg examples.

The second is more efficient aerodynamically, but more difficult to do, primarily because of the centre of gravity being raised and how this affects handling at higher road speeds
