That should be easily feasible. The current Golf is rated at 3,4 l/100 km on the extra-urban cycle.
Last year, I took part at the Think Blue Challenge. I drove a Golf 6 Bluemotion for 15 km on unknown roads for me (harder to anticipate). The roads were small and rather hilly, I could barely use the 4th gear and still had a nice a 3,39 l/100 km. The car was of course completely stock, tires weren't even overinflated.
With that car, sub-3 l consumptions on my daily commute wouldn't be any problem. With an engine spinning at 1400 rpm at 80 km/h...
