13B refers to the engine code name --> 1.3 liter rotary engine.
Other exmaples include the "LS1" (GM push rod 5.7L liter v8 in corvettes, camaro's, firebirds, and trucks). Or you've probably heard of a "b18" honda engine (1.8 Liter DOHC 4 cylinder).
