My father drives a 1991 Corolla with the 4A-FE. Auto as well. You can adjust the shift points by playing with the trans cable. Don't go too far, or it won't automatically kickdown for hills, passing etc. As far as I know, the lockup is mechanical and internal to the trans. Nothing I did changed the lockup speed. I think it was around 53 MPH?
If it's a 3-speed like my father has, slowing down makes a big difference. 3500 RPM at 65 MPH!

4 speed. Was a 3 speed, but transmission died so he replaced the engine and transmission since it was a bit smokey at 250k (I blame 15W40 and routine starting below freezing)
FSM says that the TC locks up at as low as 44 mph.
