Trust me, they are all stupid reasons. Why should they be able to hold a vehicle that is just a piece of property and not allow it in the country at all just because the bumper height and origin of materials certificate doesn't match something they like? Remember they don't have to give plates for the thing just because it entered the country.
SO my problem is they should not be able to crush a non-conforming car just because it enters the country, seems to me they could stop it at the point you go to get license plates eh?
Just having it exist in this country should never be possible to be illegal, if they want to make driving it on us public roads that is another matter.
