People import vehicles all the time that are not allowed on the road and once they are imported they are still not allowed on the road, having the vehicle here and having the paper work saying that it's allowed on the roads here are very different.
When costumes doesn't allow something out of the port it's often because someone either lied on the paper work or someone put something in that wasn't supposed to be in there and in the story they admit that they didn't fill out all of the proper paper work and figured that it would pass based only on it's fame, that is why you make sure you have all the right paper work filed and you don't lie when making international shipments!
At work we had an internation shipment held up for 3 months because they found some grains of rice in the shipping container and they had to rip everything apart before letting it pass on to us.
