When costumes doesn't allow something out of the port it's often because someone either lied on the paper work or someone put something in that wasn't supposed to be in there and in the story they admit that they didn't fill out all of the proper paper work and figured that it would pass based only on it's fame, that is why you make sure you have all the right paper work filed and you don't lie when making international shipments!
At work we had an internation shipment held up for 3 months because they found some grains of rice in the shipping container and they had to rip everything apart before letting it pass on to us.
That is another possibility... Even leaves or plant matter can hold up a shipment... they don't eff around
