A couple weird suggestions that may or may not have merit.
A simple solution to lack of decimal points, add more so that you get back to 3 significant figures. Most drivers don't have this problem because they are happy with 10+ L/100km!
Or an even better one: lets switch to mL/km with one decimal point. Then your 4.0L/100km becomes 40.0mL/km solving the significant figures aspect as well as providing a more user friendly ratio.

p.s. If I could get even close to 4L/100km without a significant downhill slope I would be thrilled, winter has me riding at about 7s! Well done.!
