Possibly figured on shenanigans. Fallout from the Motorex scandal a few years back?

There are a whole shebang of cars not legal for US use that come into the country. Why hasn't the government stopped them?

Oh, yeah... right... the owners went to ridiculous expense to have them certified.

Doesn't matter if it's a MonoTracer, a Porsche 959, a Nissan Skyline or a "Gubmint Motors" Cruze diesel. If it doesn't meet local regulations, it's not legal. That's exactly the way it is in most of the civilized world.
