They were imported for off road but even that was not good enough.

There are a whole shebang of cars not legal for US use that come into the country. Why hasn't the government stopped them?

Oh, yeah... right... the owners went to ridiculous expense to have them certified.

Doesn't matter if it's a MonoTracer, a Porsche 959, a Nissan Skyline or a "Gubmint Motors" Cruze diesel. If it doesn't meet local regulations, it's not legal. That's exactly the way it is in most of the civilized world.

Because they spend less gas while retaining some comfort not available for a regular ATV?

saw the price and lost interest. I remember seeing the same side wheels on a BMW based vehicle that couldn't be imported. For me Elio is number 1 with Litt c1 number 2. Great speed specs though.
