I'm building a similar vehicle, but I was going to make my own swing arm. I haven't really figured out how I'm going to register it without a motorcycle VIN to use.

You use the original VIN and report to the state that the vehicle has been converted to a 3 wheeler. They may require a safety inspection to issue a new title, but the new title will be a MC title. 3 wheelers /are/ motorcycles in almost every state in the US. Most states have a special 'provisional' MC license that allows the hoder to only operate 3 wheeled motorcycles.
