Read the posts in this thread on testing.

But let me add my 2 cents.
1. need a calibrated scangauge/similar device
2. need a section of freeway (10-15 miles) that you can run on at cruise speeds - up and down.
3. I would then run(controlled with cruise control) at 50, 55, 60, 65 & 70 and record the results from the scangauge.
do runs w/ a/c on (A)and off (B)
Do runs with psi at 30 (A) and 40 (B).
record the out side temps, time and wind etc.
those are now your A and B base line tests.
