I'm thinking you might be better served by the electric pusher wheel idea you mentioned in your truck's garage page. Most of the truck-trailer gap would already be filled by your tailcone.
It wouldn't be much use on the highway, but commuting it would be a help at stoplights. It wouldn't need to be very big at all.
