He said / she said. Shell stands by their methodology, yet the advertising standards body critiqued it on multiple points, and ultimately ruled that the advertising was misleading:

It's not clear from the description if the testing was dynamometer based, or "in the wild". It sure seems to me like they did on-road testing. Can of worms!
