^^^ That's not right at all...

More power is detrimental to efficiency, generally. It's not a steadfast rule, because there are other factors, but using less pedal to get the same power means you're at a lower efficiency because you'll have higher pumping losses as the air tries to bypass the throttle plate.

The 'ideal' setup would run 80-100% at peak BSFC. This would return pretty much the absolute max fuel economy you'll get from a specific engine setup.
