An aileron would be on a wing and effecting the leading or trailing edge, same for wing or top of car body. It would be flush, near flush (up or down) or set back and or forward

A wing would be a foil in a free stream of air.

People who have assumed equal pressure air approaching the item in question have made a faulty assumption in my opinion.
