No one said it was. There is no need for hyperbole.
The whole point is that if most the people are exceeding the speed limit, the problem is with the speed limit. But is some states the PSL will never be raised, for any reason, because certain factions prefer that it remain unreasonably low.

as noted, in my state you will be cited at quite a bit less than 10 over. Regardless, I don't think anybody behind me will pony up the dough for my ticket should I speed up enough to appease them (if that is even possible). No one suggested that you should. But trends and practices in other states can and will vary from your state and may differ from your opinion about it.
