Solution to this problem is to get MPG instrumentation. That way it's not a surprise at fill-up time, and you can adjust your driving to meet your goal from the beginning of the tank. Otherwise you're driving "blind" until you fill up. Using the odometer as a very rough indicator usually isn't good enough.

You'll need an MPGuino since the car is pre-OBD-II.
