All these emissions are per mile. If a motorcycle emits more 30% less CO2 per mile, AND gets 2X better fuel economy, then it'll release (approximately) 37% more CO2 per gallon burned. This is if you take the view point that gas is a finite resource and it'll be burned anyways.
Would emissions regulations help? A modern car has nearly eliminated the majority of emissions except C02. And now there are regulations in place to increase fuel economy and lower C02 by 2027? I see no reason why a motorcycle can't be cleaner than a car.
