Not since the 80s.
I tried it for a couple of changes in an older car and didn't note any of the so-called "improvements." Fuel mileage stayed the same, engine sounded the same, no perceptible change in power output. My assessment then was about what it is now: snake oil.
Hmm. I wonder if you could render oil from snakes. Would it do better?
