If you set the back down too far you'll be catching air all underneath.

When GM ran an S-10 at Bonneville (back when they were selling the Syclone) they found the best drag reduction from having the rear 2/3 of the bed covered, with a solid wall from the front of the cover down to the bottom of the bed. Of course the whole truck was lowered too.
