Ideally,the hood would be airtight and the near-field flow would see a uniform acceleration and pressure decrease on the way to the A-pillars and windshield header.
If you 'open' that area you destroy that uniformity which would be a no-no.
A carefully designed extractor at the cowl has been good in the days of the more upright windshields (this was Kamm's actual contribution to streamlining) but modern cars would suffer.
And should you ever blow a radiator hose you'd coat your windshield with glycol,a potentially blinding situation.
