Agreed. Based on Frank's boots-on-the-ground interpretation of the statutes, the speed one is poorly defined and might not stick if the guy challenges it. But the swerving appears to demonstrate poor control of the vehicle, which assumption is supported by the additional evidence of inconsistent speed control.
