You are correct in that highways are made for cars and not critters. One could get the speed limit reduced, or when visibility is reduced (such as at night when visibility is limited by the range of your headlights and the reflectivity of things in the night) one could slow down to a speed that lets you see and avoid things on the road. Or you could just plow on blissfully unaware of what is just out of view.
