Obviously, speed doesn't kill.
Speed differential does.
The problem is when v is high enough, the differential with stationary objects like bridge pylons, dividers, curbs, pedestrians (given the difference, walking speed makes no difference at all) and stalled cars becomes unacceptably high.

People don't drive at a speed they consider safe. They drive at a speed they consider comfortable. Unfortunately, modern cars are so quiet and composed at speed that 100-120 mph is perfectly comfortable in most cars, no matter how suitable those speeds are to the current road conditions.

Which means, to bring down speeds and conserve oil, everyone should be driving stripped out, roofless Miatas. Without helmets or goggles.
