I'm not sure where you found the quote. I believe it is 115/80 R15, which is narrower than the 125s that the Renault 2CV used.
Over the years I've run 145s on 5.5 inch rims. To mount them you shake the tire up and down as you apply the air and eventually they pop on. It makes for really aerodynamic sidewalls.
